Building a Trusted Digital Credit Ecosystem: CLAP’s Call for Unified Action Against Fraud

As digital finance continues to expand financial inclusion across the Philippines, the challenge of fraud has evolved just as quickly, becoming not only a financial risk but also a growing threat to trust in the entire ecosystem.

Through the Consumer Lending Association of the Philippines (CLAP), we recently convened Decoding Deceit 2026: Building a Trusted Digital Credit Community, bringing together leaders from the Bangko Sentral ng Pilipinas (BSP), Securities and Exchange Commission (SEC), Philippine National Police (PNP) Anti-Cybercrime Group, and the Cybercrime Investigation and Coordinating Center (CICC), alongside key players from fintech and lending institutions.

This symposium reinforced a clear message: fighting fraud requires coordinated, cross-sector action, not isolated efforts.

Key discussions centered on strengthening enforcement through the Anti-Financial Account Scamming Act (AFASA), accelerating real-time fraud detection systems, and exploring the creation of a National Anti-Scam Hub to enable faster, more unified response to emerging threats.

From AI-driven deepfakes to coordinated scam networks, the nature of fraud is becoming more sophisticated, and so must our response. Regulators emphasized the shift from reactive enforcement to proactive disruption, while industry leaders highlighted the urgent need for real-time intelligence sharing and stronger identity verification systems.

As part of CLAP’s continued advocacy, Tala Philippines, through our leadership in the association, played a key role in driving this symposium series forward. This reflects our broader commitment to strengthening the ecosystem we operate in, not just as a lender, but as a partner in building trust.
